Batch Integrate — Verify N Members Once, Repair What Is Yours, Escalate What Is Not
Objective: Merge a batch's members onto its integration branch, run the repo's batch gate (gate.batch when declared) ONCE for all of them, repair mechanical failures, escalate semantic ones, never evict on a signal the verification cannot stand behind, run the risk-floor review over review=full members' commits, refuse to ship any member with no real review, release claims, and ship one PR
