Ship Issue — Commit, PR, Merge, Deploy, Teardown
Objective: Commit changes, push, create a PR, then either drive it to a confirmed merge and deploy (attached) or park it on auto-merge and stop (detached); in batch mode (batch_id set): ship the batch PR from the batch branch — per-member PR sections, Closes #N per member, rebase-merged so one commit per member issue lands on the base branch
